The problem of sovereignty over Tiaoyutai island again became a focus of concern when Japan decided to formally endorse operation of a light-house on the island. The Taiwan Athletic Meet Authorities thought to make a statement by taking the flame for the games to Tiaoyutai, but as soon as the ship got within twelve nautical miles of the island, it was cut off by Japanese patrol boats and turned back. The dispute calmed down when the Japanese called off the plan to license the lighthouse.

The world's largest toothbrush appeared at the Chiang Kai-shek Memorial Hall. This was in preparation for the Eden Welfare Foundation for the Handicapped campaign to raise funds through toothbrush sales. They hoped Chinese would "brush in some health, brush on some love."

In order to clear up questions various circles had about the government's policy of repatriating illegal immigrants from mainland China, the Minis try of Defense opened the repatriation procedure to the public for the first time on August 11 and gave reporters a chance to conduct interviews.
