The Ministry of Education, in consultation with the Bureau of Entry and Exit in the National Police Administration of the Ministry of the Interior, has announced that overseas students on government scholarship can have the "person" number on their passports changed to a "place" number at overseas agencies under the Ministry of Foreign Affairs without paying a passport fee. The number it self will not change.
Overseas students on government scholarship have already paid a fee to the Ministry of Education for having the "person" number changed to a "place" number on their passports. As a result, they should bring an original copy of proof of payment to an overseas agency in their area and report to the cultural affairs section there to have their names checked off. Those who no longer retain their proof of payment should photocopy the page with the "place" number on it and note on it the date, the location and the fee they paid when they received the number along with the reason that they no longer hold their original proof of payment. They should stamp the document (to express their concurrence) and deliver it to the cultural affairs section for processing.
