Processing of Applications Using Certificates Issued by Provincial Associations Temporarily Suspended
The acceptance and processing of applications for residence on Taiwan by holders of documents certifying that the bearer is an "overseas Chinese unaccompanied by family" which have been issued by clan associations or provincial associations have been temporarily suspended, effective immediately.
Irregularities and misrepresentations in these documents have led to their abuse by foreigners seeking residency. Future procedures involving applications for residency by overseas Chinese of dual citizenship holding foreign passports who have come to Taiwan on short-term visas will be thoroughly re-examined and revised.
Except for clan and provincial associations the agencies, organizations, and individuals whose documents of "overseas Chinese unaccompanied by family" are still recognized as valid by the Overseas Chinese Affairs Commission are the following: R.O.C. consulates and agencies overseas, R.O.C. government agencies, overseas Chinese organizations recognized by the Overseas Chinese Affairs Commission, incumbent delegates to the National Assembly elected by overseas Chinese, incumbent Overseas Chinese Affairs Commissioners and Commission consultants, and repatriation organizations.
