Large labor resources and low wages have long been a main attraction to overseas Chinese and foreign investors and manufacturers locating plants in the Republic of China. But these are not the advantages national leaders are proud of. They point out that skill in producing items of good quality counts in the long run. Upgrading the quality of the labor force is one of the many essentials that have become goals of the decision-makers. A draft Vocational Training Law completed by the Ministry of Interior to cope with the national economic and social developments is a start. Its aim is to obtain more skilled laborers, to provide full employment and to set up a permanent vocational training system. The vocational training program is being given top priority in the Six-Year Economic Development Plan. In a time of changing technology, it is considered important both to use natural resources and to train more skilled workers, to turn out more products of better quality and to provide stronger competition in the world markets. To make maximum use of the materials and lands has always been the ultimate goal in our economic reconstruction. It is essential, at this crucial hour, to develop a larger and better labor force and to enhance skills to meet the demands of working capital and of more intensive industrial needs. The Central Vocational Training Center was established to keep pace with this situation. The Center is located in the Industrial Zone in Taichung. Construction began in April 1975 and the first stage of the work is already completed. The total cost of this project will be about NT$500,000,000. It will be the largest institution of its kind in the Far East.
Early last November, the enrollment of trainees had begun. The enrollment was extended this July to people of all walks of life, though it aims mainly at recruiting in-service workers and admitting junior high school boys aged 16 and over. The advantages of this kind of training will be: 1. To make effective use of the new labor force and put it into the production line; 2. To offer free training and job opportunities to those who are underprivileged; 3. To upgrade the quality of workers and to merge their skills into the developing manpower structure. The main functions of the Central Vocational Training Center are as follows: 1. To conduct training of new workers and in-service workers; 2. To conduct training for foremen, managers, officers and instructors; 3. To develop skill test standards, training standards and training manuals; 4. To conduct skill tests; 5. To conduct the National Vocational Training Competition and International Vocational Training Competition; 6. To provide training courses for developing countries.
