To keep up with the rapid changes in Eastern Europe, for the convenience of all kinds of activities between Eastern Europeans and the R.O.C., the Ministry of Foreign Affairs has greatly simplified visa procedures for Eastern Europeans to apply to come to Taiwan.
In the past when Eastern Europeans applied to come to Taiwan, each application was treated as a new individual case, regardless of whether the individual had been to Taiwan before. It was necessary for R.O.C. units overseas to send the application on to the MOFA. Further-more, the applicant had to find a Taiwan resident to act as guarantor, and this guarantor had to go to the Foreign Affairs section of the National Police Administration to sign the guarantee form; only then could the visa be granted. Further, former regulations stipulated that Eastern Europeans could only come to Taiwan for trade or commerce; if they wished to come for any other purpose, the MOFA had to handle the case in a special way, and refer to the views of higher units.
In view of the increasing interrelationships between Eastern Europe and the R.O.C., the MOFA has simplified the procedure as of this month. Now, those who have been to the R.O.C. already (not more than six months earlier), barring any unusual circumstances, will all have their applications approved, and will not need a guarantor.
