During his 17 years as chairman of the Taiwan Power Co., Chen Lan-kao has made every effort to acquire top-quality personnel and equipment so as to ensure the company's rapid and continuous growth. Despite his high position, however, Chen dresses simply, and his office is furnished sparely with only work-related items. Chen's ambitions for material possessions are limited to the daily necessities of life, leaving him free to devote most of his energy to his job.
Since Chen believes in finishing outstanding tasks every day, he can often be found working late into the night. He also keeps up-to-date by reading the latest technical literature, and usually travels separately from colleagues during business trips so he can catch up with his academic studies.
As Taipower has expanded under Chen's leadership, money has been needed to cover the costs of new facilities and equipment. Because funds raised in the domestic economy cannot meet all Taipower's financial needs, Chen has often traveled abroad to seek funds. He commented: "It can be said borrowing other people's money is a good way to make money for yourself. We use the borrowed money to build new power generating facilities and once they come on line, we begin to sell power and see returns. As soon as the money is repaid, what is left is all profit."
The former director of the U.S. Import-Export Bank described Chen as the most capable borrower in the world. Chen remarked that his ability has come slowly with experience. He also feels that foreign banks only make loans to those who already have money, and who have established a sound financial system.
Because of Chen's abilities and background, Taipower has always had the funds it needed to expand. Before Chen meets with foreign bankers he has a clear understanding of Taipower's business expansion plans and the most favorable loan conditions.
Chen Lan-kao's hard work and dedication have paid off. Not only has his reputation been enhanced both at home and abroad, but more important, Taipower has been able to meet all its customers' power demands.
