Taiwan’s Evolving Democracy

Taiwan held its first direct presidential election in 1996. Thirty years on, we invite readers to experience Taiwan’s now-familiar electoral culture anew through culture and aesthetics. Japanese scholars Yoshiyuki Ogasawara and Masahito Watanabe have both described Taiwan’s elections as grand festivals—democratic carnivals that draw global attention. With the maturing of democracy, the robust energy of our ancestors who crossed the Taiwan Strait to make a life here has found full release in free-spirited engagement in public affairs.

In terms of their soundscape, elections are like music festivals. Music, with its direct emotional force, has long been intertwined with politics. In the repressive martial law era, many songs were banned because they touched on sensitive topics. A turning point came in 1994 as election messaging moved beyond solemnity and sorrow, with slogans calling for happiness and hope and the use of songs that matched the mood of the rallies. Today, campaign teams know that music can reach voters more powerfully than dry policy speeches.

In contrast to the excitement of campaigning, voting day is undergoing a quiet, “people-centered” revolution, both visually and spatially. The Central Election Commission is working with the Taiwan Design Research Institute to bring design aesthetics into election administration, turning the traditional two-column election bulletin into a foldable four-column format printed in easy-to-read sans-serif fonts, with voting procedures explained through intuitive graphics. At polling stations, haphazard multi-hued signage has given way to minimalist modular signs, reducing visual clutter and giving voting spaces a sense of dignity and order, to allow voters to think carefully about their ballot.

The link between design and public affairs reflects the freedom and tolerance of Taiwan, which is showing the world the most diverse and creative democratic aesthetics. Cédric Alviani, director of the Asia-Pacific Bureau of Reporters Without Borders, observes that politicians in Taiwan truly respect and fear public opinion, which is the foundation of any well-functioning democracy. We also interview Foreign Minister Lin Chia-lung, who looks back on his role in Taiwan’s democratic movement and explains how, in the face of Chinese diplomatic pressure, Taiwan is drawing on its democratic resilience to engage with the world as a force for good.

It has been my great privilege to witness Taiwan’s progress and help record it through beautiful images and stories. Every successful public project depends on the generous support of friends from all walks of life, and on behalf of all my colleagues at Taiwan Panorama, I offer my deepest gratitude to the interviewees and partners who have selflessly provided information and assistance over the years. I will soon be stepping down from my work here. However, the beautiful music we have composed together will remain among my life’s most cherished memories.
